devutils/set_quilt_vars: don't sort patches
...
our patches are often sorted in logical order, not alphabetically. even if we were to switch to alphabetically sorted patches now, the diff & blame would be completely incomprehensible, and i think we should avoid that.

Add options to specify additional domain exclusion prefixes on
the command line, and downgrade unused patterns/prefixes from
errors to info messages. These are useful when working with
alternative Chromium source trees, such as Debian's.
