hwdb,rules: add 82-net-auto-link-local.{hwdb,rules} to build

Update hwdb.d/meson.build and rules.d/meson.build to add the
82-net-auto-link-local.{hwdb,rules} files into the build. Commit
ec541c569b in 2023 added the files
but didn't add them to the build system.
