helium-ui/cr-components: reduce header shadow, small toast, fix toolbar
...
- header (toolbar) shadow is now just a line, so it looks way better than before
- toast margin & height is smaller, it's way more compact now
- theme color picker items are no longer circle and no longer look awkward
- reduced toolbar search bar border radius to match the buttons on left or right
- added start padding for right spacer in toolbar
- buttons no longer can have multi line text inside them
last two fix a pet peeve of mine that can be seen when downloads page is too narrow

- fixed uneven omnibox window padding on the bottom
- fixed misaligned suggestion icons
- fixed thick search engine suggestions (and broke the focus ring, will fix this later)
- fixed alignment of history embedding answer (hopefully)
- removed the background for the icon of @/history & similar suggestions

helium-ui: redesign the omnibox, prevent input shifting in location bar
...
now user's input stays in one place, all results are thinner, elevation shadow is less annoying to look at, and it's just softer overall
there's also 1px of padding between results so that they don't look like they're overlapping
