- updated descriptions of security & site settings pages to reflect what they actually contain
- removed the "third party cookies" section, it's accessible via site settings. 3rd party cookies are blocked by default

helium/ui: remove third party cookies icon from location bar
...
also removed other unused icons
third party cookies are blocked in helium by default, so showing an icon for that every time it happens is unnecessary. the user can enable third party cookies in site settings -> cookies without leaving the page.

...
- tabs are now narrower and shorter
- split view tabs are wider to accommodate for two tabs in one component
- tabs are now attached to the toolbar
- close button now appears only on hover/focus
- fixed tab closing animation, close button no longer slides along with the rest of the tab
- new tab button no longer interferes with the tab separator
